I'd get a few of my buddies, and just give that itty-bitty car a bit of a push to the left. Sure it will be on its side, but it will be in the designated parking spot. Problem solved.
Even I can barely control my urge to key the sides of cars that have been parked like this, and I am a nice, reasonable person (sort of).
This guy is not going to get scratched by another vehicle parking beside it, but he might get his windshield wipers torn off and shoved up his tailpipe.

Stink-eye is too GOOD for people who park like this.
You can tell a lot about a person by how he/she parks:
"I am the center of the universe.
I have not spatial perception.
I drive like this too."
Sigh.
