Um, ? I discovered this in the basement bathroom of the Rutherford Library at the University of Alberta. And I don't like it. At all. What's it for? Other than perhaps the perfect setting for a Stephen King story, like Sneakers?
I've puzzled over this photo and, dismissing the idea it shows a commode in the Star Wars Cantina, have decided it is a utility sink retro-plumbed into a urinal stall. No need to remove the old flusher because they can be tightened down and stopped. There's newer fittings under --H&C valves and a proper spout threaded for a hose. This is a maintenance nook.
It has faucets... AND a flush handle. Which one do you use? It has to be a test! Maybe when you use the right the one you get whisked away on some epic adventure. Like Narnia... only with less trees & more dingy bathroom tiles.

Possibly for emptying/filling those big buckets-on-wheels they use when mopping floors?
Definitely creepy in an innocent "I'm just a sink or am I a toilet?" kind of way. Did you peek in? I bet there was an eyeball floating.
